Abstract: The case deals with the cooperation between Canada and Jordan to develop a strategy called "Technical and Vocational Education and Training strategy (E-TVET)". Within the Jordanian Ministry of Labour, the public body that led the action, a coordination unit was set up for which, by the canadian cooperation, was provided an advisor with expertise in education, Brenda Cooke. Her task was to support the establishment and operation of this unit, according to the term of reference. Relying on the good technical assistance of the consultant, the project worked well and generated important lessons that are described in the case, such as the proper administration of the stakeholders’ expectations, participatory approach to establishing the unit's operating rules, etc.
