Abstract: This dissertation addresses how individual and collective actors have built power in practice to promote the inclusion of waste pickers in the Brazilian policy regime on solid waste. The narrative details how a policy community and discursive coalitions inhabited by (quasi) bureaucrats activists articulated in defense of a specific model of integrated solid waste management. The research design is based on 90 in-depth interviews, observation of meetings and data collected from public and private documents. The introduction frames the regime as the object of study and presents de research strategy. Chapter 1 discusses the literatures on implementation, governance and policy change, as well as presents the Ping-Pong effect model. Chapter 2 investigates the role of individuals and organizations in the emergence of a policy community within the field of sanitation in Brazil. Chapter 3 describes the articulation of the discursive coalition Garbage and Citizenship in support of a national policy on solid waste management. Chapter 4 emphasizes the role of intermediate bureaucrats in the discursive reframing of the proposal elaborated by the Garbage and Citizenship coalition, which occurred between 2003 and 2015. Chapter 5 uncovers the politics of proximity between quasi-bureaucrats and mid-level bureaucrats in mediating flows of resources and information between the National Movement of Waste Pickers - MNCR and federal bureaucracies. Chapter 6 discusses how some professional trajectories generated power in practice and changed the route of the solid waste policy in the Federal District. Finally, the Conclusion argues that certain types of professional trajectories may produce specific competences and collective power necessary to coordinate public action and creatively change policies.
