Os resultados do BNDES Funtec: nova avaliação baseada na Análise Sistêmica de Efetividade

Abstract

In 2016, an effectiveness evaluation of projects supported by the BNDES Funtec was accomplished, performed according to the Systemic Analysis of Effectiveness (SAE) methodology of BNDES and including projects from 2007 on, with investments concluded by 2014. This article aims to present the results of the second effectiveness evaluation of the BNDES Funtec, which includes projects concluded from January 2015 to May 2017, in order to generate continuous learning and improvement for the financial instrument. The evaluation is also based on SAE and presents additional indicators from two more questionnaires, addressed to the companies and to the BNDES’s manager in charge of the project, besides the usual technological institutions (TI) answers. Additional analyses were carried out in order to understand and criticize the results. The evaluation reveals a positive contribution of this fund, especially for TI-companies’ interactions and technological development objectives. The answers reveal positive perceptions regarding to the role of BNDES Funtec to promote the long-term partnerships between TIs and companies. The number shows an increase in the quantity of partnerships after the BNDES Funtec supports. In relation to technological development, the rate of projects accomplished with technical and economical success was high, including projects that are already in the market or that are on the verge of being released.
