O setor elétrico brasileiro e o BNDES: reflexões sobre o financiamento aos investimentos e perspectivas

Abstract

O setor elétrico brasileiro, para o BNDES, desde sua fundação em 1952, era uma das principais prioridades para a concessão de crédito. Com as mudanças institucionais e estruturais do setor, o papel do Banco foi adaptado às necessidades de cada fase de seu desenvolvimento. Em boa parte da segunda metade do século XX, as próprias estatais do setor, notadamente a Eletrobras, detinham o papel tanto de operadores quanto de financiadores, por meio de recursos internos, setoriais e endividamento a sua disposição. A partir dos anos 1990, com o processo de introdução da iniciativa privada, o papel do BNDES retomou sua importância originária, seja como gestor da privatização, em um momento inicial, seja como promotor dos investimentos para expansão setorial. Este artigo retrata justamente essa trajetória do papel do BNDES ao longo do processo de transformações do setor elétrico.

The Brazilian electric energy sector, since the BNDES was founded in 1952, has been one of the Bank’s main credit priorities. As a result of institutional and structural changes in the sector, the Bank’s role was adapted according to each stage of development. For most of the second half of the 20th century, the State-owned utilities, especially Eletrobras, played both operational and financing roles, employing internal, sectorial, debt resources that were at their disposal. Since the 1990s, with the arrival of the private sector, the role of the BNDES has regained its original importance, be it as a manager of privatization, initially, or as a promoter of investment aimed at expanding the sector. This paper precisely presents the path that the BNDES’ role has taken throughout the transformation of the electric energy sector.
