Abstract: The Brazilian logistics infrastructure has faults that are already known and perceived in different ways. The focus of concern should be a more efficient use of the transport system, which translates into seeking a better balance of the modal matrix and into intermodality. Generally speaking, the country needs to invest relatively more in the logistics infrastructure intended for rail, cabotage and waterway services, and increase the productivity of existing assets. The trajectory of resumption of investment in logistics encompasses integrated planning issues, efficiency of the institutional structure and structuring of government projects, as well as attention to aspects that make the projects attractive for investments, facilitating their implementation. Each of these pillars, if reinforced, can promote a solid program of investments in logistics. Thus, the article addresses the necessary actions to unlock investment in logistics and a transformation agenda involving: (i) a new role of the rail sector in general cargo; (ii) the institutional development and strengthening of inland waterway transport; (iii) a program of road concessions with a differentiated regulatory framework; (iv) the restructuring of the public port authorities to improve governance and autonomy; (v) the continuity of the airport infrastructure’s concessions program; and (vi) a program of sustainability in logistics based on the innovative capacity of the capital goods industry. Finally, BNDES’s role in this new context is discussed.
