Abstract

The purpose of this paper is to present the BNDES contribution to the construction of an agenda for the water supply and wastewater sector. To this end, a brief diagnosis is made of the levels of access of these services, their market structure and the recent history of the main public policies related to the sector. Then, the main obstacles to the expansion and improvement of these services are presented. Both the general ones – applicable to all sector, being closely related to the public policies – as well as the specific ones of public and private providers. From the difficulties mapped, proposals are presented that: (i) can contribute to the most immediate unlocking of the sector; (ii) provide, in addition to the unlocking, a potentiation of the sector; and (ii) lead to structural changes in the sector.
