O mapa do caminho: desafios, planejamento e atuação do Consórcio Intermunicipal Grande ABC

Abstract

O presente artigo aborda o papel dos consórcios públicos nas dinâmicas de desenvolvimento territorial com base na experiência do Consórcio Intermunicipal Grande ABC, especialmente no período 2010-2017. Busca contribuir para uma reflexão sobre os desafios da governança metropolitana, com base no Grande ABC, território estratégico em suas múltiplas dimensões, no contexto da Região Metropolitana de São Paulo. Depois de uma introdução com foco no debate contemporâneo sobre o papel dos consórcios públicos em relação direta com os desafios da governança metropolitana e do desenvolvimento territorial, o artigo aborda a configuração territorial do Grande ABC e o período inicial de atuação do consórcio, destacando as transformações recentes que decorrem da transição para a figura do consórcio público e a consolidação do papel estratégico do Consórcio Intermunicipal Grande ABC no planejamento e execução de projetos de alto impacto para a região. Por fim, conclui-se o presente texto com os desafios colocados para o futuro imediato à execução do planejamento plurianual até 2017 e com os avanços necessários para além desse período.

This article covers the role of public consortia in efforts towards territorial development based on the experience of the "Intermunicipal Consortia in the Greater ABC Area" especially from 2010 to 2017. The article aims to help reflect on the challenges of metropolitan governance, based on the "Greater ABC Area", a strategic territory on several levels, within the context of themMetropolitan Region of Sao Paulo. After an introduction focusingm on the contemporaneous debate on the role of public consortia in direct relation to the challenges of metropolitan governance and territorial development, the article describes the territorial configuration of the "Greater ABC Area" and the time when the consortium first became active, highlighting recent changes resulting not only from the transition towards a public consortium, but also the consolidation of the strategic role of the "Intermunicipal Consortia in the Greater ABC Area" in planning and implementing high impact projects in the region. Lastly, the article ends by presenting both the challenges facing the immediatem implementation of pluri-annual planning by 2017, and the breakthroughs required following that period.
