Abstract

The 2035 vision for the industry was divided into three phases with increasing degrees in relation to the difficulties of deployment: the current barriers faced by the sector, such as optimizing its development and defining its transformation agenda. In each case, the separation between the aerospace and defense segments prevailed, although the enterprises involved are almost always the same in both. In the first part, a diagnosis of the current situation is made; in the second, the instruments needed for a significant leap forward are indicated and, at last, a sectoral framework which, despite seeming distant, is perfectly feasible for 2035, is devised. The world experience shows that it is through the State’s decisions that countries develop and maintain their A&D sector, the continuous focus on investment in research, development and innovation (R,D&I) being the only way of acting in the global market of this industry. Government procurement and technological purchases complement this framework. Brazil is still far from incorporating this sector agenda common to other countries, but has already made some significant advances, which are put in their due context in this chapter.
