Continuidades, rupturas e lições: quatro experiências BNDES de cenários para planejamento estratégico

Abstract

O uso de cenários para planejamento estratégico é hoje bastante disseminado. Ao longo de sua história, o BNDES os usou em quatro ocasiões: 1984, 1987, 2007 e 2012. O artigo discute: (i) as teorias que os inspiraram; (ii) as metodologias utilizadas; (iii) os cenários em si, situando-os na historiografia da economia brasileira; (iv) o uso dos cenários pela instituição; (v) as continuidades e rupturas dos processos; e (vi) os aprendizados. O objetivo final deste trabalho é defender o uso dos cenários para instituições que se dedicam ao longo prazo. Os integrantes do sistema nacional de fomento são importantes atores de transformações estruturais, econômicas e sociais no país. Como outras instituições públicas, têm rotinas bem enraizadas, estrutura hierárquica bem definida, convenções e crenças compartilhadas. Tudo isso amplia os desafios do planejamento estratégico. Os cenários aparecem, assim, como uma prática que nos obriga a refletir e escolher melhores formas de fomentar as “janelas de oportunidade do desenvolvimento”.

The use of scenarios for strategic planning is widespread nowadays. Throughout its history, the BNDES, used them in four occasions: 1984, 1987, 2007 and 2012. The article discusses: (i) the theories that inspired them; (ii) the methodologies used; (iii) the scenarios themselves, situating them in the historiography of the Brazilian economy; (iv) the use of the scenarios by the institution; (v) the continuities and ruptures in the processes; and (vi) what was learnt. The final objective of this essay is to defend the use of scenarios for institutions dedicated to long term. The members of the national development system are important actors of structural, economic and social transformations in the country. Like other public institutions, they have well-established routines, well-defined hierarchical structure, conventions and shared beliefs. All of this expands the challenges of strategic planning. The scenarios thus appear as a practice that obliges us to reflect and choose better ways to foster “windows of opportunity for development.”
