Abstract: Onshore oil production in Brazil dates back to the 1940s and only from 2003 the absolute volume of the onshore production began to decline. There are several mature and marginal onshore fields in production, whose productive potential depends on the appropriate investment in enhanced oil recovery techniques. In this article, we discuss the recovery potential of these fields by small and medium-sized enterprises, the so-called independent oil producers. The investment in the revitalization of these assets and the consequent increase in onshore oil production in Brazil are important for several municipalities, as the onshore production fields are located in inland cities. Most of the time, the municipalities involved have low income and low human development index (HDI), and oil royalties weigh significantly in their budgets.
