Desafios para a expansão do acesso ao esgotamento sanitário em áreas rurais isoladas : o uso de tecnologias sociais e a experiência do Programa Cisternas

Abstract

The New Legal Framework for Basic Sanitation in Brazil has as main premise to expand the participation of private companies in the sector, aimed to the universalization of water and sewage services. In isolated rural regions, studies show that traditional and centralized water supply and sewage solutions, managed by public or private sector, are not the most appropriate. This article intends to deepen this appraisal, focusing on sanitary sewage, from the analysis of the legal framework of sanitation (including the legislation and the federal plans for the sector); available and successful practices aimed at providing access to water and sanitation in remote regions; and public policies that can serve as inspiration in this effort, with emphasis on the Cisterns Program.
