Histórico do apoio público brasileiro às exportações, com ênfase na exportação de serviços

Abstract

The regulation of public support for exports of services has been improving since the 1970s, especially services such as engineering and construction. The analysis of the applicable legislation proves that the concept of exporting services refers to the sale abroad and corresponding foreign income received by Brazilian companies. Critics of BNDES financing of such services sometimes rely on the idea that this institution should inspect and review the costs of the inputs that make up the selling price of the project. However, export financing should consider the interests of the exporter country, mainly the promotion of its goods and services abroad; as opposed to interests more aligned with the buyer, such as cost minimization.and benefits generated by the use of the project once completed. Aiming to contribute to the debate, this paper seeks to: revisit the Brazilian history of public support for the export of services, particularly engineering and construction; address the rules related to this type of export; and discuss BNDES´s role in this context.
