Os efeitos do BNDES PSI sobre o investimento corrente e futuro das firmas industriais

Abstract

O Programa BNDES de Sustentação do Investimento (BNDES PSI), lançado em 2009, tornou mais atrativas as condições dos financiamentos do Banco Nacional de Desenvolvimento Econômico e Social (BNDES) para aquisição de máquinas e equipamentos produzidos no país. Neste artigo, avaliam-se os efeitos do BNDES PSI sobre o investimento no ano do financiamento e também no ano seguinte. Analisar o investimento futuro é uma forma de avaliar se as empresas anteciparam investimentos para aproveitar as condições favoráveis do programa. Os dados da Pesquisa Industrial Anual (PIA) - Empresa, complementados pelas informações de financiamentos do BNDES, são usados para formar um painel balanceado de empresas industriais no período de 2008 a 2011. As estimativas, obtidas por meio de regressões com efeitos fixos, não indicam redução de outros investimentos no ano do financiamento do BNDES PSI. Encontra-se alguma evidência de antecipação de investimentos, mas não é robusta.

The BNDES' Investment Maintenance Program (BNDES PSI), which was launched in 2009, made financing more favorable from the Brazilian Development Bank (BNDES) to acquire machinery and equipment manufactured locally. In this article, we assess the effects of BNDES PSI on investment in the year financing was provided and in the following year. Analyzing future investments tests whether companies actually brought their investments forward to take advantage of BNDES PSI's financing conditions. Data from the Annual Industrial Survey (PIA) and the BNDES' records are used to put together a balanced panel of industrial companies in the 2008-2011 period. Using fixed-effect regressions, evidence does not prove that firms reduce other investments in the year they receive BNDES PSI disbursements. There is some evidence that investments are brought forward; however, it is not compelling.
