Balanço da estratégia de desenvolvimento da biotecnologia farmacêutica no Brasil: 2009-2019

Abstract

Pharmaceutical biotechnology has created opportunities for the treatment of rare and complex diseases, and has become strategic for innovation policies worldwide, including Brazil. The Brazilian scientific vocation for molecular biology and genomics gave rise to several public policies to internalize specific productive capacity and advance the development of innovative products. The gradual incorporation of those drugs in the Unified Health System (SUS) reinforced the need to spread the use of biosimilars and internalize their production; thus, guaranteeing a stable offer at competitive prices. BNDES contributed to the formulation and application of these policies by financing productive plants and product development; BNDES also participated in collegiate bodies and published articles since 2009. This study aims to analyze the Bank's evolution, focusing on the following axes: public procurement, financing, and regulation.
