Fundamentos teóricos da política industrial

Abstract

A intenção de concluir o processo de substituição de importações e o recurso à teoria do desenvolvimento para interpretar a realidade brasileira envolveram um virtual desprezo pela compreensão do papel e das propriedades do mercado (preços) como instituição de alocação descentralizada de recursos. Assim, o objetivo deste trabalho é recuperar os elementos conceituais existentes no âmbito da teoria neoclássica favoráveis à intervenção pública sobre a estrutura industrial, discutir seus eventuais limites e propor um arcabouço preliminar para a escolha de medidas de promoção industrial.

The import-substitution industrialization process and the use of development theory to explain the Brazilian reality involved a virtual neglect of the role and properties of the Market as an institution for the decentralized allocation of resources. Within this context, the present paper retrieves elements in the neoclassical theory in favor of public intervention in the industrial structure, discussing its limits and proposing a preliminary framework for the choice of measures for industrial policy. The idea is thus to present the main arguments in favor of the definition and execution of an industrial policy from the standpoint of economic theory.
