Pronaf: uma análise da evolução das fontes de recursos utilizadas no programa

Abstract

O presente artigo propõe-se a estudar as fontes de recursos do Pronaf e busca explicar como as alterações nessas fontes evitaram a falta de recursos para a expansão do programa. Apresentam-se, também, dados relativos à participação do BNDES no Pronaf. Destaca-se, ainda, que as operações do Pronaf feitas pelo BNDES representam para o Tesouro Nacional custos de equalização menores do que aqueles relativos a operações equalizáveis de outras instituições financeiras.

Resources used for funding the National Program for the Strengthening of Family Farming (Pronaf) come from different public and private sources. The contribution of each of these sources has significantly changed over time, but the decrease in the amounts from traditional sources was more than offset by the rise of the resources deriving from other sources, allowing the expansion of the Program. Moreover, data concerning BNDES’ participation on Pronaf are presented. Finally, the paper argues that, regarding Pronaf, the costs for the Treasury with BNDES’ operations are lower than the ones of other financial institutions that operate with the same sources.
