O apoio ao desenvolvimento regional: a experiência do BNDES e oportunidades para avanços

Abstract

Este artigo aponta o resgate do interesse sobre o desenvolvimento - e especialmente do olhar territorial para ele - tanto nas agendas de pesquisa quanto de política, no mundo e no Brasil. Adiciona que uma das marcas do novo milênio é a exigência de novas políticas de desenvolvimento produtivo e inovativo, sintonizadas com os objetivos da sustentabilidade socioambiental e da coesão. Enfatizando que desenvolvimento é política no território, o artigo explora o argumento de que a visão territorial para o desenvolvimento revela importantes avenidas para avanços nessa direção. Analisa as políticas implementadas no país e no BNDES em prol do desenvolvimento regional e territorial, objetivando resumir as principais experiências e aprendizados. Discute também os desafios e as oportunidades para a implementação das novas políticas regionais, sob uma perspectiva de longo prazo, na qual o Banco exerce papel fundamental. Explora os objetivos de aprofundar a convergência da política regional com aquelas que visam à inclusão produtiva, ao desenvolvimento social, infraestrutural, industrial e tecnológico, assim como à capacitação e formação profissional. Por fim, destaca as vantagens de mobilizar capacidades produtivas e inovativas nas diferentes regiões e territórios brasileiros.

This article highlights the renewed interest in development - and especially the territorial focus on it - both in research and political agendas in Brazil and throughout the world. It also states that one of the characteristics of the new millennium is the demand for new policies on innovation and production development, in synch with the not only socio-environmental sustainability targets but also cohesion goals. Emphasizing that development is political in the territory, this paper explores the argument that a territorial approach to development can reveal important paths for advances in this direction. It analyzes policies implemented in the country and in the BNDES to favor regional and territorial development, aiming to summarize the main experiences and lessons learned. It also discusses the challenges and opportunities in implementing new regional policies, in the long-term perspective, in which the BNDES plays a fundamental role. It explores the goal of blending regional policies with those that focus not only on production inclusion, but also on social, infrastructural, industrial and technological development, as well as capacity-building and professional training. Finally, it highlights the advantages of enhancing production and innovation capacities in Brazil’s multiple regions and territories.
