Transformando o Brasil pelo saneamento: as lições aprendidas na modelagem para concessão do serviço no estado do Rio de Janeiro e a aderência do projeto aos ODS

Abstract

This article aims to present, in the form of a descriptive case study, the steps for the preparation and modelling of the sanitation concession project in the State of Rio de Janeiro, put up for auction in April 2021. The project has advanced into its decisive phase already after the enactment of Law 14.026/2020, so it is opportune to record the lessons learned from the process and how the assumptions adopted by the legislation were adjusted in the modelling. The article presents also seeks to show that sanitation projects are extremely adherent to the sustainable development goals (SDG), since no other area of infrastructure can deliver social benefits as quickly as them. To understand how Brazil can replicate the positive experience of the State of Rio de Janeiro in other projects, the article discusses innovations in the concession modelling carried out by the BNDES, which can serve as guidance for new studies on sanitation and infrastructure.
